Serbian public procurement is conducted under a formal procedure with defined award criteria — frequently lowest total price for standard supply, subject to technical-specification compliance. A bid that is technically non-compliant is excluded before price is even considered, so specification discipline is the first requirement, not the last.
A foreign manufacturer can participate, but the practical realities of documentation, guarantees, delivery terms and post-award obligations often make a domestic contracting party the more executable route. The decision is specific to the tender: the procedure, the criteria and the obligations determine whether direct participation or a domestic contracting structure is the correct path.
